Barbara is a seasoned executive with over 20 years of experience in governmental relations and affairs, special service operations and management, customer relationship management and marketing. She is a multidisciplinary professional who has led efforts and initiatives in the U.S. Virgin Islands (USVI). At Indelible, as the Vice President, Caribbean Region, she is tasked with building and nurturing strategic partnerships with relevant governmental and private stakeholders in the region. She represents Indelible’s interests in the Region through leveraging her connections with the Region’s business environment, industry associations, stakeholders, and regulatory bodies. Barbara also coordinates with Indelible’s core teams to develop lobbying strategies and provide guidance on potential business implications of emerging policies, initiatives, and developments.

Prior to joining Indelible, Barbara served as the Assistant Director of the Virgin Islands Territorial Emergency Management Agency (VITEMA) where she played a crucial role in directing, planning, and coordinating the Agency’s emergency management and disaster response activities. This included developing strategies for disaster prevention, response, recovery, and mitigation efforts. In coordination with the USVI Department of Health (DOH) she led efforts in VITEMA by supporting DOH in managing COVID-19 vaccine distribution sites. These efforts led to over 154,000 doses administered and over 58,000 people receiving full vaccinations in the Territory. To enhance VITEMA’s capabilities in coordinating emergency services, Barbara secured over $630,000 from the U.S. Department of Interior’s Technical Assistance Program (TAP) Grant to fund VITEMA’s 911-Emergency Communication Centers in throughout the Territory. Further, she supported change management efforts on policies, procedures and processes for efficiency and effectiveness.

Barbara had the honor of serving as the as the Special Projects Coordinator to House of Representatives – Office of U.S. Congresswoman Stacey E. Plaskett. As the Special Projects Coordinator, Barbara organized and managed town halls, public outreach events, issue-focused initiatives, and spearheaded special campaigns. To support the Congresswoman, she consulted with public and private stakeholders and coordinated critical meetings to ensure community enhancement and responsiveness to constituent needs on Federal matters. She also served as an advisor to Congresswoman Plaskett based on these community, business, and policy issues.

Additionally, Barbara held the position of Administrator at the Office of the Governor—St. Thomas/Water Island—where she supported the Government of the Virgin Islands (GVI) through overseeing daily operations, setting strategic direction and implementing policies in accordance with the laws of the USVI. She was also tasked with ensuring efficient public service delivery and handling community issues through coordination with various departments and agencies, businesses, community organizations and residents to improve the quality of life for Virgin Islanders. Furthermore, she coordinated disaster response and recovery efforts, making crucial decisions during emergencies and coordinating with VITEMA. As the GVI’s Emergency Management Coordinator, she served as the Vice Chair of VITEMA’s Emergency Management Center by developing a mitigated risk management plan for government facilities. Barbara also facilitated and coordinated other emergency management efforts including the first US NORTHCOM Senior Leadership training in the USVI and Operation Tide Breaker, a FEMA-certified all-hazards and maritime centric exercise that met FEMA HSEEP requirements. This provided opportunities for agencies to apply for additional federal funding and training. She supported in an essential role including providing direction and advice to the Governor as it relates to government operations and affairs to improve government services and managed a Law Enforcement Task Force to protect the public during special events.
