Dr. Shamarial Roberson is an expert in health equity and public health administration with proven experience in public health policy, community health promotion, emergency preparedness, research, performance management, budget and grant management, and program development, implementation, and evaluation.
She has extensive knowledge of epidemiology, chronic disease, infectious disease, state and federal rules and regulations, and establishing efficient and effective business processes to ensure compliance, as well as exhaustive experience implementing strategies to foster cross-sector collaborations to address the root causes of health disparities, leverage funding, and drive policy.
As the Deputy Secretary for Health for the Florida Department of Health, she played a pivotal role in establishing organizational procedures to advance knowledge and implementation of health equity concepts throughout the Florida Department of Health. During her tenure, she provided training to Department leadership and staff at the state and local levels, instituted staff Heath Equity performance expectations, oversaw development of educational resources, and increased availability of data through creation of the county-level Health Equity Profile. In addition, she was responsible for the overall planning and direction of the Divisions of Community Health Promotion, Emergency Preparedness and Community Support, Disease Control and Health Protection, and Public Health Statistics and Performance Management, as well as the Offices of Medical Marijuana Use and Minority Health and Health Equity. She served in this role during the declared state of emergency for the COVID-19 pandemic in Florida, providing oversight of Emergency Support Function (ESF) #8 – Public Health and Medical Services.
Dr. Roberson has led large-scale projects in state-wide and national health initiatives where she spearheaded efforts to increase state funding to advance health equity, oversaw implementation of new state legislation aimed at enhancing the Department’s infrastructure, enhanced departmental collaboration, and oversaw the application and implementation of more than $6 billion federal grants.
She has established herself as a preeminent leader in public health. She served as chair of the Florida Department of Health’s Agency Performance Management Council, Health Equity Program Council, and the Health Equity Priority Area Workgroup for Florida’s State Health Improvement Plan. She currently serves on the editorial board for the Centers for Disease Control and Prevention’s Preventing Chronic Disease journal and on the EPI & Quality of Care and Outcomes Research Social Determinants of Health Committee for the American Heart Association.
